On January 4, 1979, President Carter signed Executive Order 12114 (44 FR 1957 (1979)). This E.O. required that responsible officials of Federal agencies be informed of environmental considerations and take those considerations into account when making decisions on major Federal Actions which could have environmental impacts anywhere beyond the borders of the U.S., including Antarctica.
