Under Section 106 of the NHPA, BOEM consults with State Historic Preservation Offices, Federally Recognized Tribes, and other stakeholders on the Gulf of Mexico OCS, such as the issuance of commercial and/or research wind energy lease(s) and granting Right-of-Use Easement and Rights-of-Way in support of offshore wind energy developments.
