On April 28, 2017, President Trump issued Executive Order 13795, outlining an America-First Offshore Energy Strategy. As a key piece of this strategy, Secretary of the Interior Ryan Zinke issued Secretarial Order 3350 directing BOEM to begin the process of developing a new Outer Continental Shelf Oil and Gas Leasing Program (National OCS Program) to replace the 2017–2022 Program.

As outlined in the OCS Lands Act, a multi-step process that includes multiple decision points and opportunities for public input is required.

The first step in the development process, a Request for Information (RFI), was published in the Federal Register on July 3, 2017, with a 45-day comment period that closed on August 17, 2017. The first of three proposals for 2019–2024, the Draft Proposed Program, was released on January 4, 2018, with a 60-day comment period that ended on March 9, 2018. Programmatic Environmental Impact Statement for the 2019-2024 National Outer Continental Shelf Oil and Gas Leasing Program



The implementation of the 2019-2024 Outer Continental Shelf Oil and Gas Leasing Program could potentially have impacts on the biological, physical, and/or human environment. To evaluate these possible impacts, BOEM is preparing an environmental analysis following the process prescribed by the National Environmental Policy Act (NEPA).
