  Description:
    Abstract: This data set contains the turning points for the Federal Outer Continental 
        Shelf (OCS) Administrative Boundaries Extending from the Submerged Lands 
        Act Boundary seaward to the Limit of the United States Outer Continental 
        Shelf (The U.S. 200 nautical mile Limit, or other maritime 
        boundary), in ESRI shape file format, for the MMS Gulf of Mexico Region.    
        These shapefiles contain only the calculated turning points for these 
        geodetic lines.  These lines may need to be densified before projecting 
        from geographic to other coordinate systems.  The precise coordinates in 
        this file are preliminary, pending final review.  
    Purpose: These boundaries will provide the basis for more accurate 
        delineation of OCS planning areas; assist in determining affected 
        state status under the Coastal Zone Management Act and OCS Lands Act; 
        and assist in the section 18 comparative analysis to determine an 
        equitable sharing of developmental benefits and environmental risks

    Supplemental_Information: The MMS is making its existing cadastre data  
        available at http://www.mms.gov/ld/Maps.htm and on CD-ROM.  These data 
        include digital images of MMS diagrams at the regional, planning area, 
        Official Protraction Diagram (OPD), and Supplemental Official OCS Block 
        Diagram (SOBD) levels and digital spatial data in Arc/Info export or 
        Arc/View shape format at the regional or planning area levels.

  Logical_Consistency_Report: The initial computations and procedures were    
      reviewed and re-run by a second cartographer to identify any 
      inconsistencies. 
  Completeness_Report: All Gulf of Mexico Federal OCS Administrative Boundaries 
      are included. They have been clipped at the approximate SLA boundary and 
      Continental Shelf Boundary (CSB) which marks the limit of U.S. jursdiction 
      for offshore mineral development.

          the Federal OCS Administrative Boundaries were calculated in CARIS to

    Process_Step:
      Process_Description: The National Baseline points for the Gulf Coast of 
        Florida were obtained from NOAA, and input to the MMS Technical     
        Information Management System (TIMS) (an Oracle Database).  TIMS only
        stores coordinates to 8 decimal places for a degree, so this process
        rounded the National baseline points from 9 to 8 decimal places.  The
        National Baseline points were then processed with the fixed baseline 
        points for Texas, Louisiana, Mississippi and Alabama. (Technically for 
        Texas and Louisiana it is the SLA boundary that is fixed, but fixing the 
        boundary also fixes the baseline by default.) The National Baseline is 
        published on NOAA nautical charts.  The maritime boundaries of the U.S. 
        and metadata, which describe NOAAs National Baseline processes, are 
        available from http://nauticalcharts.noaa.gov/cdsl/mbound.htm   
        The combined baseline file was reformatted as required for input into 
        the CARIS Limits and Boundaries Program.  Equidistant lines were then 
        projected by CARIS using the EQUIDISTANT LINE tool.  
        Coordinates for these lines were export from CARIS to ascii 
        files which were reformatted as needed for input to ArcInfo with the 
        GENERATE command.  PROJECTDEFINE was used to define the coordinate 
        system, and BUILD was used to build topology.  Finally the ARCSHAPE 
        command was run to convert to a shape file.
