Construction and Operations Plan
Deepwater Wind submitted its COP on June 29, 2018. BOEM will review the COP and approve, disapprove, or approve with modifications the proposed activities. This submission will initiate environmental review and public comment under the National Environmental Policy Act.
The project is located within federal waters on the OCS, specifically in BOEM Renewable Energy Lease Area OCS-A 0486 (Lease Area), 2 approximately 19 miles (30.6 kilometers [km], 16.6 nautical miles [nm]) southeast of Block Island, Rhode Island, and 35 mi (56.3 km, 30.4 nm) east of Montauk Point, New York.

Site Assessment Plan
On October 12, 2017, the Bureau of Ocean Energy Management approved the Site Assessment Plan (SAP) for Lease OCS-A 0486 (Deepwater Wind New England LLC). The SAP approval allows for the installation of an AXYS FLiDAR 6M™ meteorological buoy within the lease area. The SAP was filed on April 1, 2016, with revisions filed in July, September, and November 2016. BOEM determined the SAP was complete on October 7, 2016.
The Bureau of Ocean Energy Management (BOEM) published a Notice of Intent (NOI) to prepare an Environmental Impact Statement (EIS) for the Construction and Operations Plan (COP) submitted by Deepwater Wind South Fork LLC (Deepwater Wind) on October 19. 2018.
If approved, the COP would allow construction and operation of up to 15 turbines that connect via a transmission cable to a grid in East Hampton, New York - the east end of Long Island. The project is approximately 19 miles southeast of Block Island, Rhode Island.
The publication of the NOI initiated the public scoping process and opened a 30-day public comment period, which ended on November 19, 2018. During this time, BOEM held public scoping meetings and accepted comments. Comments on the NOI can be found at https://www.regulations.gov/docket?D=BOEM-2018-0010. The public scoping process is used to identify issues and potential alternatives for consideration in the EIS.
