As Associate Director of Environmental Programs, Dr. Jill Lewandowski leads BOEM’s environmental stewardship efforts, recognizing that reducing environmental risk is essential to timely and effective offshore energy and mineral development. She provides strategic leadership for agency-wide environmental compliance, national policy, and regulatory implementation, while representing the U.S. in interagency and international forums. Jill oversees BOEM’s long-standing Environmental Studies Program, which funds research to predict, assess, and manage impacts on physical, biological, and human environments. She manages BOEM’s Center for Marine Acoustics to advance best practices and policy on underwater noise impacts. Jill also works closely with BOEM’s Tribal Liaison Officer to honor federal trust responsibilities to American Indians, Alaska Natives, Native Hawaiians, and affiliated Island Communities in the stewardship of culturally and environmentally significant lands and waters.

With over 30 years of experience—most within BOEM—Jill brings deep expertise spanning government and the private sector. A collaborative leader, she builds strong partnerships, fosters dialogue, and drives solution-oriented, actionable outcomes that balance innovation and pragmatism.

Jill holds a BA in Biology from the University of Virginia and both an MS and Ph.D. in Environmental Science and Policy from George Mason University.
