Environmental Consultations for Offshore Renewable Energy Projects on the Atlantic Outer Continental Shelf

BOEM's mission is to manage the development of U.S. Outer Continental Shelf (OCS) energy resources, including offshore renewable energy development activities, in an environmentally and economically responsible way. The Energy Policy Act of 2005 authorized the development of regulations for the OCS Renewable Energy Program. This regulatory framework requires significant site-specific research prior to the siting of offshore facilities. Biologists in BOEM's Office of Renewable Energy Program (OREP) evaluate the impacts of proposed actions and coordinate with stakeholders and other federal agencies.

For all offshore renewable energy projects, BOEM consults with the U.S. Fish and Wildlife Service (FWS) and the National Marine Fisheries Service (NMFS) under the Endangered Species Act (ESA). Additionally, BOEM consults with the National Marine Fisheries Service under the Magnuson-Stevens Fishery Conservation and Management Act (MSA). These consultations inform the development of mitigation and monitoring strategies for offshore renewable energy development activities that protect sensitive marine species and habitats.
