BOEM Names Doug Boren to Lead Pacific Office

The Bureau of Ocean Energy Management (BOEM) today is pleased to announce Doug Boren as the new regional director for BOEM’s Pacific Office in Camarillo, California. Boren will be responsible for managing the development of energy and mineral resources on the U.S. Outer Continental Shelf (OCS) offshore California, Oregon, Washington, and Hawai'i.

“Doug has many years of service with BOEM, working on aspects of OCS energy and minerals programs at the regional, national and international levels,” said BOEM Director Amanda Lefton. “His collaborative management style, public engagement experience and proven ability to seek out and advance opportunities that strike a balance between resource development and environmental protection make him a perfect fit for overseeing our program in the Pacific.”

In his new position, Boren will lead a regional office of highly skilled federal scientists and program specialists who are actively working with Pacific states, tribes, coastal communities, and ocean users to implement an active federal offshore wind leasing and development program. He will also oversee ongoing regional marine minerals assessment activities and management of existing OCS oil and gas leases offshore California.

Boren previously served as the regional supervisor for BOEM’s Pacific Office of Strategic Resources, where he managed a team of on-staff specialists to facilitate planning opportunities for potential renewable energy leasing in federal waters off California, Oregon, Washington, and Hawai'i. His team also initiated marine minerals and conventional energy assessments and managed existing oil and gas leases offshore California. 

Prior to BOEM, Mr. Boren held positions with the Army Corps of Engineers, the Federal Energy Regulatory Commission, and the Department of Energy. 

Mr. Boren holds a Bachelor of Science degree in Biological Sciences, with an emphasis in marine biology, from Simon Fraser University in Burnaby, British Columbia. He is a combat wounded veteran who served our nation as a member of the U.S. Army’s 75th Ranger Regiment.

Mr. Boren resides in Ventura, California, with his wife, Cindy. In his spare time, he can be found surfing off the Ventura coast, riding bikes in the nearby coastal foothills and spending time with his three adult daughters.
