General Financial Assurance (General Bonding NTL) (August 2015)
- On August 28, 2015, BOEM issued a Notice to Lessees and Operators (NTL No. 2015-N04) which supersedes NTL No. 2000-G16, dated September 7, 2000. This NTL provides updates to Bureau names and citations that changed as a result of the reorganization of the former Minerals Management Service (MMS), and broadens the scope of the superseded NTL to a National NTL that covers all Bureau of Ocean Energy Management (BOEM) general bond (financial assurance) requirements.
This General Financial Assurance NTL does not address additional security (supplemental bonding) that the Regional Director (RD) may require pursuant to 30 CFR § 556.53 (d).

The Bureau of Ocean Energy Management (BOEM) hosted an Offshore Financial Assurance Forum on February 26, 2015, in New Orleans, Louisiana. During this forum, BOEM presented its vision for a comprehensive update to BOEM’s offshore financial assurance protocols and standards framework. The framework included both near-term priorities that can be achieved through operational changes and longer-term priorities that will require updates to BOEM’s regulations. This work is an extension of the 2014 Advance Notice of Proposed Rulemaking (ANPR). A panel of BOEM speakers answered a variety of questions on Risk Management, Financial Assurance, and Loss Prevention topics.
