What’s New?
On November 21, 2023, BOEM approved a request and issued a partial assignment (i.e., segregation) of lease OCS-A 0508. The southern portion of OCS-A 0508 and its lease number was retained by Kitty Hawk Wind, LLC and the northern portion was given the new lease number of OCS-A 0559. Lease OCS-A 0508 is commonly referred to as Kitty Hawk South.

Through a competitive leasing process under 30 CFR 585.211, BOEM awarded Avangrid Renewables, LLC Commercial Lease OCS-A 0508 in 2017 covering an area offshore North Carolina, which was subsequently assigned to Kitty Hawk Wind, LLC in 2021. On November 21, 2023, BOEM approved a request and issued a partial assignment (i.e., segregation) of lease OCS-A 0508. The southern portion of OCS-A 0508 and its lease number was retained by Kitty Hawk Wind, LLC and the northern portion was given the new lease number of OCS-A 0559. What’s New?
On March 9, 2018, BOEM received a request to extend the preliminary term for commercial lease OCS-A 0508, from November 1, 2018, to November 1, 2019. BOEM approved the request on May 17, 2018.
On September 18, 2019, Avangrid Renewables, LLC submitted a Site Assessment Plan (SAP) for commercial wind lease OCS-A 0508, which was subsequently revised. On April 8, 2020, BOEM approved the SAP allowing for the installation of up to two floating light and detection ranging buoys (FLiDARs) and two metocean/current buoy. On November 17, 2022, BOEM approved, with conditions, an application from Kitty Hawk Wind, LLC to decommission one of its SAP metocean/current buoys. The following year, in July 2023 and after the implementation of the BOEM-BSEE Renewable Energy Split Rule, the Bureau of Safety and Environmental Enforcement (BSEE) approved a second application to decommission the remaining SAP metocean/current buoy.
On April 14, 2022, Kitty Hawk Wind, LLC submitted a Construction and Operations Plan (COP) to BOEM to construct and operate an offshore wind facility located in the designated Renewable Energy Lease Area OCS-A 0508 (Lease Area).

Kitty Hawk proposes a project to generate renewable electricity from an offshore wind farm located in the Lease Area. Infrastructure in the Lease Area will include wind turbine generators, inter-array cables, and offshore substations. It covers approximately 83,443 acres (33,768 hectares).
Upon conclusion of environmental reviews and consultations, BOEM will approve, disapprove, or approve with modifications the proposed activities.

On April 14, 2022, Kitty Hawk Wind, LLC submitted a COP to BOEM to construct and operate an offshore wind facility located in the designated Renewable Energy Lease Area OCS-A 0508. At this time, Kitty Hawk Wind, LLC is revising the COP to allow additional time to complete surveys and refine export cable routes. Upon receipt and review of the revised COP, a Notice of Intent (NOI) to Prepare an Environmental Impact Statement (EIS) will be initiated by BOEM.
The publication of the NOI will initiate the public scoping process and open a 30-day public comment period. During this time, BOEM will hold public scoping meetings and accept comments. The public scoping process is used to identify issues and potential alternatives considerations in the EIS.
