American Samoa OCS Mineral Leasing Process Update (June 2026). Transcript

The Bureau of Ocean Energy Management, part of the U.S. Department of the Interior, is tasked with managing and regulating the development of energy and minerals in federal waters off the coasts of the United States and U.S. territories. 

In March 2025, President Donald Trump issued Executive Order 14241, “Immediate Measures to Increase American Mineral Production.” Among other provisions, this EO states: 

The United States possesses vast mineral resources that can create jobs, fuel prosperity, and significantly reduce our reliance on foreign nations. Transportation, infrastructure, defense capabilities, and the next generation of technology rely upon a secure, predictable, and affordable supply of minerals. 

Pursuant to this order, and after inquiring about industry interest and soliciting public comment, BOEM is currently exploring the possibility of holding an offshore minerals lease sale in the submerged lands near American Samoa.

BOEM identifies the area on the Outer Continental Shelf near American Samoa to be carried forward for further leasing consideration and begins preparing an Environmental Analysis to analyze potential environmental effects. The Area ID decision was informed by industry nominations, public comments and feedback from local government and stakeholders. The Area ID is not a decision to lease, but a planning step that ensures future decisions are grounded in environmental analysis, public input and intergovernmental coordination.

The Environmental Analysis, which will be completed before making any decision to hold a lease sale, will inform potential exclusions and mitigations that can be applied to leases issued in an American Samoa OCS mineral lease sale.

Aug. 15, 2025Public comment period closes. Comments can be viewed on the Regulations.gov docket. Information gathered during the public comment period will be used in preparation of the Area Identification.
July 15, 2025In response to a request from the Governor of American Samoa, BOEM extends the comment period to 11:59 p.m. ET on Aug. 15. 
June 16, 2025    The Request for Information and Interest referenced below is published in the Federal Register. This publication initiates a 30-day public comment period.
June 12, 2025    

The Department of the Interior announced that it will publish a Request for Information and Interest (RFI) for commercial leasing for Outer Continental Shelf (OCS) seabed critical minerals in the submerged federal lands near American Samoa. The RFI will publish in the Federal Register Monday, June 16, 2025. 

The RFI requests information on and interest in and around the RFI Area, an area located near the eastern limit of the American Samoa OCS bordering the Cook Islands Exclusive Economic Zone, northeast of the Manu’a Islands and Rose Atoll (roughly 70 nautical miles northeast of Rose Atoll). This area is approximately 18.1 million acres (73,222 km2) with an approximate water depth of 4,600 – 20,000 feet (1,400 – 6,000 meters) and lies entirely within the OCS of the United States Territory of American Samoa. The RFI Area is primarily abyssal plain, with scattered seamounts.

March 20, 2025President Donald Trump issues Executive Order 14241, "Immediate Measures to Increase American Mineral Production." The order directs the Secretary of the Interior to:

prioritize including sites ... on which mineral production projects could be fully permitted and operational as soon as possible and have the greatest potential effect on robustness of the domestic mineral supply chain.

The Secretary of the Interior publishes Secretarial Order 3417, “Addressing the National Energy Emergency.” Among other stipulations, the order states:

All Bureaus and Offices of the Department of the Interior … will identify the emergency authorities available to them, as well as all other legal authorities, to facilitate the identification, permitting, leasing, development, production, transportation, refining, distribution, exporting, and generation of domestic energy resources and critical minerals including, but not limited to, on Federal lands and the Outer Continental Shelf.

Jan 20, 2025President Donald Trump issues Executive Order 14156, "Declaring a National Energy Emergency." The order states:

The energy and critical minerals ("energy") identification, leasing, development, production, transportation, refining, and generation capacity of the United States are all far too inadequate to meet our Nation's needs. We need a reliable, diversified, and affordable supply of energy to drive our Nation's manufacturing, transportation, agriculture, and defense industries, and to sustain the basics of modern life and military preparedness.
