Certified Copies:
Please note that requests for copy work and certified copies must be submitted to the Adjudication Section at boemadjudication@boem.gov.  In order to request copy work and certified copies, please do the following:

  1. Go to the PIDS website, and print the index for the lease numbers you are interested in.  A variety of indices are available.
  2. Mark the documents you want standard or certified copies of, and indicate the quantity you are requesting.  
  3. Email the index request to: boemadjudication@boem.gov.
  4. The cost for copy work is $1.00 per page, and $1.00 per certification set (example: two certified 10-page documents will cost $22.00.) Once your request is complete, you will be notified via e-mail of the total fees incurred.
  5. Fees associated with copy requests must be paid using PAY.Gov. A PDF copy of this payment receipt should then be forwarded to the Adjudication Section by replying to the fees email received in step 4.
  6. Upon receiving your payment receipt, we will notify you that the copies can be released. You can then either pick your order from BOEM's Harahan office, or request they be mailed through the U.S. Postal Service. If you choose to use a special delivery service, you must include a PDF prepaid shipping label with your payment receipt.  We do not guarantee USPS delivery or condition upon receipt; should your request become lost or damaged and you make another request, additional time and fees will be charged.

Status of Pending Actions:

Official notification of the disposition of actions processed by the Adjudication Section is typically provided to the submitter within 45 to 60 days of filing. Our office does not provide status updates on actions in process as this interrupts workflow and significantly delays processing. If you have not received a response within 60 days of filing, requests for a status should be directed to the Adjudication mailbox at boemadjudication@boem.gov.
If you are looking for an earlier action status, you can review the Serial Register or Weekly Activity Report. The serial register pages are updated daily, but it may take several days for hard copy approvals to be reflected.  The Weekly Activity Report can be found under the Helpful Links sections at https;//www.boem.gov/regions/office-leasing-plans-helpful-information. 


Cover Letters:

All submissions, including Relinquishments, Record Title and Operating Rights Assignments, Stand-alone Designations of Operator forms (DOOs), Non-required Filings, New Qualifications and Qualification Updates, and eWell and BSEE TIMS Web Access Forms, must be accompanied by a cover letter. Cover letters may reference multiple actions, but enough photocopies of the cover letter must be submitted in order to have one copy filed with each action referenced. Any action submitted without a cover letter will be returned.

Both the assignor and assignee should be identified by GOM company numbers in the body of the letter, along with the OCS-G number of the lease being assigned. When using generic corporate letterhead, a subsidiary must clearly identify itself by typing the applicant’s name in the signature block (e.g., Texaco letterhead is used by Texaco Exploration and Production Inc.)

PLEASE NOTE: When submitting assignments that require a DOO in order for the assignments to be approved, you must submit the assignments and the DOO under the same cover letter; otherwise, they will be separated and worked as independent actions.


Relinquishments:

A lease or any officially designated subdivision thereof may be surrendered by the record title holder(s) by filing form BOEM-0152Relinquishment of Federal OCS Oil and Gas Lease. The form must be typed, submitted in triplicate and submitted to Adjudication.

Relinquishments that are not acceptable will be returned to the submitter. Relinquishments receive priority processing; however, it is recommended that record title holders file early enough before the anniversary date of the lease in case the relinquishment is not accepted. This will allow time for review, return, correction and refiling.

If a relinquishment is deemed acceptable, it shall take effect on the date it is filed with the Adjudication Section. Annual rental or minimum royalty payments are automatically assessed on the anniversary date of the lease. Filings made after the anniversary date of the lease will not eliminate these payment obligations.


Qualification Updates:

In our continuing effort to expedite information to our customers, all Qualification Updates processed by the Adjudication Section are now returned electronically through email, with a "Confirm Receipt" request. Please be sure to include your email address with each update submission.

PLEASE NOTE: New Qualification, Mergers, Name Changes and Business Conversions are not Qualification Updates.


Adjudication Office Closures:

Federal Government offices are closed on legal holidays. Please note that most Federal employees work on a Monday through Friday schedule.

Please note: When a holiday falls on a non workday -- Saturday or Sunday -- the holiday is typically observed on Monday or Friday.  No mail delivery or hand-carried documents will be accepted or date-stamped by the Adjudication Office on legal holidays.
