New York & New Jersey Offshore Wind Environmental Justice Forums

What is the Environmental Justice Forum (EJF)? 

BOEM created the New York and New Jersey (NY & NJ) Offshore Wind Environmental Justice Forum (EJF) to advance meaningful engagement with environmental justice communities around the environmental review of offshore wind development in the NY Bight region. The EJF is comprised of community organizations and individuals, state agencies, federal agencies, and lessees who meet quarterly to discuss and advance environmental justice issues relevant to the New York Bight Programmatic Environmental Impact Statement (PEIS).

What are the Goals of the EJF?  

The goals of the EJF are to bring together community organizations and members, states, and federal agencies to: 

  • Advance the principles of meaningful engagement and outreach that reduce barriers to participation, increase access to environmental reviews, and create better-informed decisions.  
  • Grow long-term relationships with impacted communities in the region that are founded on mutual respect, understanding, and collaboration.  
  • Continue to expand outreach to as many members of environmental justice and underserved communities in the region as possible.   
  • Improve coordination with other federal agencies, state and local governments, and community-based organizations to reduce fatigue and streamline information sharing.   
  • Close the information feedback loop by providing greater clarity to communities on whether and how their input has affected the decision-making process.

Roundtable Convening Series 

A virtual roundtable convening on EJ engagement in the New York & New Jersey region was held on July 21st, 2022. The objectives of this roundtable convening were to explore opportunities across internal and external BOEM relationships, to build meaningful and ongoing relationships, and to collectively design an approach for engagement moving forward through the development of the New York Bight PEIS.  Coordination meetings for the roundtable were held to provide space for each participant group to ensure that their priorities were being heard and incorporated into the Roundtable agenda.  These were held with state agencies on June 22nd, 2022, other federal agencies on June 23rd, 2022, and community-based organizations on June 30th, 2022.
