Developing a New National OCS Oil and Gas Leasing Program for 2019-2024
On April 28, 2017, President Trump issued Executive Order 13795, outlining an America First Offshore Energy Strategy. As a key piece of this strategy, BOEM is initiating a new National Outer Continental Shelf Oil and Gas Leasing Program (National OCS Program) development process to replace the 2017-2022 Program.
As outlined in the OCS Lands Act, a multi-step process that includes multiple decision points and opportunities for public input is required. The new National OCS Program will cover the years 2019-2024.
The first step in the development process, a Request for Information (RFI), was published in the Federal Register on July 3, 2017, with a 45-day comment period that will close on August 17, 2017. See below for instructions on how to comment.

Commenting via Internet (preferred method)
Internet comments should be submitted via the Federal internet commenting system at http://www.regulations.gov. BOEM requests that commenters follow these instructions to submit their comments via this website:
- In the search tab on the main page, search for BOEM-2017-0050.
- Locate the document, then click the “Submit a Comment” link either on the Search Results page or the Document Details page. This will display the Web comment form.
- Enter the submitter information and type the comment on the Web form. Attach any additional files (up to 10MB).
- After typing the comment, click the “Preview Comment” link to review. Once satisfied with the comment, click the “Submit” button to send the comment.
Information on using Regulations.gov, including instructions for accessing documents, submitting comments, and viewing the docket after the close of the comment period, is available through the site’s “User Tips” link.
